The Carthaginian General Hannibal was said by ancient historian Polybius to have fought the Second Punic War in revenge for the Romans having fraudulently seized Sardinia and Corsica (which belonged to Carthage) after the First Punic War. Hannibal invaded Italy hoping to win over Rome's Italian allies and, with their help, to capture Rome. Initially, when Hannibal routed the Roman armies three times, the Romans fought for their survival. Later, as they gained the upper hand, they fought to regain control of Italy.
The war was also fought in Spain, which was the flash point which triggered the war. Hannibal attacked a city which was a Roman ally in breach of a treaty. Rome declared war because she was supposed to protect her allies in Spain. She sent two armies to Spain right at the beginning of the war. This first Roman campaign in Spain was defeated. A second campaign was started. Its aim was to defeat the Carthaginians there and seize the Carthaginian territories in Spain, which they achieved.
The last phase of the war was a Roman campaign in Tunisia (where Carthage was). The aim was the final defeat of Carthage and ending the war.
In the first war, over Sicily. In the second war over domination of the Western Mediterranean. In the third war, Rome's intent to completely destroy Carhage to remove it finally as a rival.

Andorra did not exist in antiquity. The Romans did not invade this area. The peoples and the cities of Catalonia and Valencia were allies of the Rome because they wanted protection from the Carthaginians who had taken over southern Spain. The Carthaginians seized a city which was an ally of Rome. This sparked the Second Punic War. After the Romans defeated the Carthaginians and took over their territories in the south, Catalonia and Valencia were annexed as a Roman province. However, this was not a conquest. The people involved agreed to the move as they were friends of the Romans.
Our historical sources do not tell us. Counting civilian deaths it was in the hundreds of thousands.

Hannibal started the second punic war by invading the town of Saguntuni north of the river Iber to purposefully provoke the Romans
The roles of the Romans in the Second Punic War were both that of the defenders and attackers. In the first phase Hannibal, the Carthaginian general, invaded Italy and the Romans had to defend both Italy and themselves. The war was also fought in Spain, where the Romans were attackers. The war started with Hannibal's attack on a Spanish city which was an ally of Rome. After failed negotiations, Rome had to declare war on the Carthaginians because of her commitment to protect her allies. She sent an expedition to Spain which was defeated. A second expedition was victorious and the Romans took over the Carthaginian possessions in southern Spain. In the final phase of the war Rome sent an expedition to Tunisia, which is where Carthage was, attacked the Carthaginians and won the war.
