The US Constitution was originally intended to "avoid the foreign intrigues of Europe." IE: the constant wars. It was feared that tensions between the states would result in constant waring between them, and the "federal government" would be a way to avoid this. It quickly developed into an 'oversight' power that held uniformity between the states.
