It proclaimed that no man could own another. In doing so it legally freed the slaves, many of whom had no place else to go nor any idea how to survive in the white-oriented nation in which they found themselves. This was, however, the beginning of freedom for black Americans. The road to true freedom for these citizens has been a long road and we, the people, still have a long way to go.

Officially very little - it was not a law, only a 'Proclamation'.

Its terms were largely ignored, because it applied only to those states over which Lincoln had no authority at that time.

But its chief purpose was to make it impossible for Britain and France to aid the South without looking pro-slavery themselves. This relieved Lincoln of his biggest worry, and it clearly swung the war's result.
