No, it was not the Purtians who passed the law. It was passed in 1635 in Boston by the commonwealth. It was the Boston Latin School and was the first town supported school. It established local control over the educational system. The Deluder Satan Act was passed requiring every town of at least 50 households to have a school. The purpose was to insure schools advanced literacy so all citizens could "possess knowledge of the scriptures." The initial infrastructure of American education was in place before the revolution.
