Anyone becomes a prophet according to God assignment to him to be a prophet and according to God word revelations to him. No one could be a prophet according to his own choice or his followers choice.

Micah was from the town of Moresheth near Gath which was about 25 miles southwest of Jerusalem. At this time, Israel was split into a northern (Israel) kingdom and a southern (Judah) kingdom. Micah mainly prophesied to the people of the southern kingdom (Judah). The reigning kings at this time were Jotham (750-731 BC), Ahaz (736-715 BC) and Hezekiah (715-686 BC). The bulk of his ministry was to the people during the time of Ahaz's reign, but it did cover the other two kings. Although Micah's main audience was Judah, he did preach to the northern kingdom as well.

God chose Moses at the Burning Bush (which the Rabbis relate took place on Mount Sinai). The reason why Moses was chosen was because he was most worthy in character, and we see another point from the very way he was chosen. The Talmudic sources relate that Moses was s shepherd looking after his flock when he noticed a burning bush that was not being consumed. Here we see someone who is a shepherd who was capable of leading his entire flock yet sensitive to everything going on around him. There is a lot more to say, there are many articles written on my ShortVort site - just type in the word "Moses" or "Moshe" (name in Hebrew) in the search bar and you will find hundreds of articles about his character and his actions throughout The Bible.

All the best

Answer:With a few possible exceptions, it is a rule, as Maimonides explains, that the prophets were gifted with prophecy only after years of serving God, and exerting themselves in keeping the mitzvos (observances) and the ways of the Torah: a Torah personality. Moses' father, Amram, was the greatest sage of his generation; and, though Moses was raised in Pharaoh's palace, he knew his parents and was not imprisoned within the palace: he was free to come and go as he chose (Exodus ch.2). Moses, in his humility (Numbers ch.12) asked God if there was no one better suited than he for the role of the prophet who would lead the Israelites out of Egypt (Exodus ch.4), but God chose himbecause He knew that Moses was the most righteous of that generation (or any other).

He was ordained by God to be a prophet by God even before he was born:

Jeremiah 1.4. Then the word of the LORD came unto me, saying,

5. Before I formed thee in the belly I knew thee; and before thou camest forth out of the womb I sanctified thee, [and] I ordained thee a prophet unto the nations.

But the first word of the Lord that sealed him as a prophet, came to him in the 13th year of King Josiah, about 620 BC., and this word was written and comes to us today in the book of Jeremiah

Micah was a native of the village of Moresheth, SW of Jerusalem. As a resident of the fertile Shephelah, the prophet was well acquainted with rural living, from which he was inspired to draw meaningful illustrations.

Micah became a prophet in the same way that anyone becomes a true prophet of God. He was firstly called by God and then he was given a message to deliver.
