The Germans invaded the Soviet Union in June 1941. Congress refused to declare war on the Germans, so America did nothing during the invasion. America was already helping the Soviet Union with Lend Lease, but that's about all we could do when Congress refused to declare war. Back then, America followed the Constitution and did not go to war unless Congress authorized it.
