As far as I can tell from my research, the ninepenny loaf of bread was introduced by the government in 1917 to enable the poorest people to eat. There was a potato shortage this year, and people queuing for potatoes. The wheat crop of 1917 was an excellent one, but prompted panic buying in people who had been struggling. This resulted in the introduction of rationing.

Cost of food for a family (family size not specified) was calculated at 18 shillings a week in order to have enough to eat and a nutritious diet.

This was in contrast to a calculated family weekly rent of 6 shillings which demonstrates how expensive food was this year.

In 1917, a can of Campbell's tomato soup cost 10 cents. Two pounds of hamburger cost $0.35 in 1917. In August of 1917 the Food and Fuel Control Act was passed which allowed the government to restrict and set the prices of food. It also asked people to not waste any food.
