No, he was not. He had back problems but was never confined to a wheelchair. Franklin D. Roosevelt was. In Roosevelt's day, we thought very differently about the personal lives of celebrities and people in public office. Also, media coverage was very different from the way it is today. It was not widely known that Roosevelt used a wheelchair, and he didn't want it known.
