It was when the southerners wanted to include slaves in the population count even though they wouldn't let them vote. They wanted slaves to be counted because that would increase their states population, therefore giving them more represenatives in the House of Represenatives. The Northerners argued that since the slaves couldn't vote they sound not be counted. So, they agreed that 3/5 of the slaves in the state would be counted in the states population. That became known as the Three-fifths compromise.
