This is caused by the oxygen molecule having a higher electron affinity, which means that the electrons of the hydrogen molecules more or less hang out around the oxygen causing the oxygen to be partially negative and the hydrogen ends to be partially positive. This is what is called a dipole moment which is why ionic (positive or negatively charged) and molecular (polar covalent) compounds are able to dissociate in the solvent(water).
