There Is no Device or Programs used for this, You have to Download the song (You can download music on Windows Media Player, iTunes, etc.) Than go to Windows Movie Maker add the song as Audio right click to speed the song up, then right click again to slow it down, and You will have a Chipmunk sounding song.
In Windows Media Player, you can fast forward the tempo of any song you like and that's it, it will sound like the chipmunks...=)
It is not the speakers. It is your sound card driver. Go online and find the right one. You should be able to find the right driver to download for your system.
