There is not much you can do about parking in the street. Your neighbor has the same rights as you have in that respect. Most places do have some rules. They can not block a driveway. Vehicles parked in the street must be properly registered, inspected, and licensed.
If they have eight legitimate cars, they should be able to justify it. If it is part of a business, then there may be some issues about running a business in a residential area.
Neither of you own the street but either of you can use it.

I have had cars towed for blocking my driveway. It is the city's responsibility to tow cars that are on a public road that block driveways. If someone blocks your driveway, don't call 911. Call your district police station and either they will put the call out or will direct you to the correct number. It may take up to two hours to get a tow truck to your place. However, if someone parks in your driveway, I think it's your responsibility to get someone to tow that car.
