Every Jail is going to have its set policies. You need a marriage license still. Apply for one from the county in which the jail is located. Once you have your license, the jail will let you know how they do things. usually in prison there is open visiting, so someone who is licensed to perform a marriage and your witnesses can get approval for a visit and just go to the prison with you for the ceremony. I have seen marriages performed at a county jail. But only two to three visitors are allowed at a time. Depending on the requirement for witnesses, which is usually 2 people, you may need to request a guard stand in as a witness. You should really call the jail your fiance is housed in.
