There is a small canister-like object (stator) and something inside it (chopper). Both have large holes. A motor or crank spins the chopper. Air is forces out of the holes in the stator, making the sound. The louder the siren, the larger. Some are as big as a CRANE. The Sirens have MANY, MANY different designs from horn, chopper assembly, then rotator, then blower, others 2 sets of choppers and the motor in the middle.
