That both bulbs are good That the headlight earths are good Fuses are good Dip beam relay is good If all the above are OK it is a possible fault in the lighting switch
Diagnose your vw for any small faults.
The 2000 to 2006 Volkswagens have had electrical recalls on them and are nitorious for having lighting problems. Best bet would be to call your dealerships and find out if they can fix it for free from the factory or sell it.
there is a fuse for it check to see if it is blown
the fog lights work with the low beams , they wont come on with the high beams
Have you checked the drl relay?
The switch assembly is probably worn out and malfunctioning.
Try putting the key in the driver's side door and locking and then unlocking it. It works in my 2001!

Check stop light switch for misadjustment or defect
The car or vehical was too old.
First check the bulbs, if the bulbs are good I would suspect the high/low beam switch is bad.
You wont be able to see anything, the light will just bounce back off the fog, never ever drive with your high beams on in hevy fog. just keep your low beams on.
