7th Head - Roman Empire - 31 BC to 476 AD which is the apparent end of the Beast or the 'deadly wound' of Scripture. But it has 10 revivals symbolized by the 10 Horns to the end-times (see Daniel 7 and Revelation 13).
Another possibility:The apostle John does not want us to believe that dragons are real, nor does he want us to believe that a dragon's tail could sweep a third of the stars out the the sky. Instead, he wants us to understand the reality of the devil's cunning wisdom (seven heads), great power (10 horns) and authority to influence others (seven diadems).
