I think what you have in mind is a tradition in which the groom removes the bride's stocking garter after the ceremony.
Modern ladies' stockings usually have elastic made into them to help them stay up, but the older, more traditional stocking style worn by the bride at a wedding involves separate pieces called garters, snug little bands of cloth worn around each thigh. The stockings are then pulled up and secured in place by the garters.
After removing one garter (an action usually accompanied by flirting between the bride and groom), the groom tosses the garter into the crowd. The legend is that the unmarried man who catches it will be the next man to marry.
After many weddings the bride also tosses her bouquet to the crowd, with the similar legend that the unmarried woman who catches it will be the next to marry.
I live in the United States; these traditions will vary by location, faith tradition, etc. Even in areas where this is common, it is not expected. The couple may choose not to do it.

On the legs they would be holding up socks or stockings, on the arms they are used to hold up the sleeves.
