I would call it teaching patience and personal discipline. Teaching kindergarten kids to line up may be many child's first experience learning group social skills.The term is enculturation.

I'm guessing its America, cause in England we call it 'nursery' and Americans use the word kindergarten. I may be wrong but that is my first guess.
The caregiver needs to sit down with the child and ask the child questions aimed at helping the child to remember the instructions. If possible, the caregiver needs to contact the school and clarify.
No the reason being that any child of any age has not developed all the way including brain and can still cause shaken baby syndrome at any age of a child. if your child tells you that the teacher has touched you child in any manner than restraining them to calm them down call local law enforcement and have the school and staff investigated.
