An American not only pledges loyalty to his/her state but to the entire United States. Americans say it in front of the US flag, because the flag is the American symbol of the allegiance of each state to the nation as a whole. To say the "Pledge" is also promising your loyalty to your government, recognizing that the United States are one, single undivided nation and pledging to honor and value the liberties given to you by the Constitution.
