If you want to be very precise, your mother's stepbrother's children would be called yourstep-first cousins. Depending on how close you are to them, you might be less formal and call them your first cousins, or simply your cousins. but in actual fact they are not related to you because you share not common ancestor with them. The children of your mother's half-brother would be your first cousins since the cousin relationship flows through single individuals. Your mother's half brother shares one parent with your mother and therefore you share one grandparent with his children. That is all that is required to make you and his children first cousins to each other.
