From the sound of it, you're still in school. Frequently, if a girl does these things, she's either nervous or flat-out flirting. Now, if it's a repeating occurance, and nothing's been done on your part, you should start interacting with her. She probably sits next to you repeatedly because she wants you to talk to her; that's because young girls usually are not confident enough (yet) to strike-up a conversation with someone they find attractive and they want that person to talk to them. The reason for that is many girls (especially younger ones) want to have confirmation from whomever they find attractive that they themselves are attractive. So talk to her; flirt back. The ONLY other thing that might be happening is she has a nervous-tick when she's in school, and that's highly unlikely. This is from a Junior in High School. I'm a girl and I've been through this many times. Tip: for her sake, flirt if that's what you think she wants, but be gentle, light, and take some time.
