There is not a California law pertaining to the legal age when a minor child can be left home alone. The common law that is applied is a child under the age of fourteen years who has been left with the "intent to abandon." The definition of abandonment is 24 hours in a place where the child is placed in a position of neglect or endangement. Unless the situation referred to falls into such a category CPS has no authority to intervene. Cases that involve very young children are assessed on individual basis, meaning if the local police are contacted and investigate and decide it is warranted, they refer the case to CPS or another social service agency.
