Most likely she does want to be your girlfriend but she might be afraid that if your intimate relationship doesn't work then you won't be able to be friends again. In situations like this it is better that you let her make the decision about committing to an intimate relationship with you so just give her time to decide without pressuring her into it. If she is really interested in you and likes you the way you think then she'll take the risk because it's often better to give something a go then to live thinking what might have been.
