First, shout for help. No matter how good a swimmer you are, it is always better if somebody else will help you save the child. You need to stay calm. Panicking will not help a drowning child. You can reach for him/her if you're close enough, or you can throw a buoy towards him/her if you are too far. If you cannot to either of these things, and no one is coming to help your child (like if you go swimming together in a river or someplace where no one is around), swim as fast as you can to save the child.
Just standing there while the child is drowning (and most likely screaming at the top of their lungs every time they can get their head above the water) will do nothing. Even if you are not much of a swimmer, the least you can do is try.

Then either use a floatation device or a pole to get them.
Getting into the water and swimming to them should be the last resort as they can drown you in the process of saving themselves.
