You first call an emergency number (911) even if they say not to. When the paramedics arrive and they still refuse treatment, then the paramedics will have them sign a waiver. This is so you are not liable if anything happens to them because they refused treatment.

I found that sticking with the truth works best. If someone refuses to accept help, then there is nothing you can do to help them. In fact, NOT helping them may actually be the best thing you can do for them as it puts the responsibility back on them. If she then seeks help, it will be to her credit and not something that she felt you forced upon her. Easy to say, hard to do but very effective. Good luck.
