There are multiple reasons this could occur:
1) Check the fuse for the taillights. If you are unfamiliar with this, consult your owner's manual. Replacing a fuse is less than a dollar (check the hardware store). Make sure that if you replace a fuse it is labeled with the correct number (10, 15, 20) as the old fuse as replacing it with too low a number would be...unfortunate (though non-lethal :-p ). The numbers refer to amps.
2) The lights could be burned out. You can buy replace lights and install them yourself for very cheap (less than 10 dollars). If you aren't the do-it-yourself type, try going to an oil change shop and asking them to replace the light bulbs. Even getting them to do it is cheap.
3) Check that some angry malevolent being did not smash them with a Baseball bat. In which case, you would have to replace the casing and bulb and things. Inconvenient. :( Check eBay.
4) If it isn't any of the above, then there could be wiring problems which will be difficult for you to track if you don't know what you are doing. At this point, you may have to take it to a regular repair shop (more expensive option).
Check the tail light bulbs, clean it if you have using fine sandpaper. If it did no work check the cable connected to the lights. If the cable integriry was not damaged, check the fuse box.

On a toyota tacoma 2003 SR5 when the tail lights are turned on the brake lights come on and when the tail lights are of the brake lights work just fine what could be the problem. If the truck has a trailer plug, inspect the plug and plug wiring for damage and corrosion.
Probably the Tail light fuse is blown. You also lose dash lights when this fuse blows also.
