One of 2 reasons. Either there is NO VACUUM at the release valve , ( possibly misadjusted PARK NEUTRAL SWITCH ) or the release valve is not working
Put your foot on the brake, pu the car into drive and the parking break should disengage. if not, push on the parking break while holding the break in drive.
Step on the brake and put the car in drive the brake will release
In my 83 cadillac sedan deville it up by the break petal next to the firewall.
If the pedal is stuck down, no vacuum to the release diaphragm on the pedal
It is a vacuum release when the car is shifted into drive or reverse. Also has a manual release lever on the e- brake pedal assy. Good luck
?What year? I have a 1990 DeVille and there are only two (2) bolts on the backside of the caliper (I think 13mm?) It is sometimes difficult to remove. Be patient in removing them, you don't want to break them---speaking from expirence!!

There is a lever above the parking break that you pull by hand.
start the car and put in drive or reverse
the eldorado has an automaatics parking break. as soon as you put the transmission in gear the parking break releases.
Pull the thingy in the middle and that should do the job fo ya :P
