I would suggest taking your cat to a veterinarian to see how bad the burn is - your veterinarian may be able to place a bandage over the burn to protect it (cats are notorious for pulling bandages off).

If you want to try treating at home, the important thing is to keep your house clean, keep a very close eye on the burn to make sure it is healing and not getting worse or infected, swap out the litter box for shredded newspaper until the burn heals (you don't want litter chunks in the burn) and keep your cat inside until the burn heals.

If you can control the cat you can clean the wound and apply a drop or two of hydrogen peroxide to help control infection (it will bubble up as it is applied) Not much chance of bandaging the wound as the cat will just remove the bandage. Most animal pad wounds bleed alot but seal up quickly.

Take it to the vet to check it for fleas and if it has fleas treat it with medication.

If it's a cut, use a liquid bandage, I can't tell what exactly is wrong with your cat from the question, anything more severe than a superficial cut needs a veterinarians attention.
