It's easiest to beat Ciawoods gym leader now, because after that you get HM2 - Fly from the woman who's standing outside of the gym. Now you can fly back to Olivine City, go to the top of the lighthouse and give potion to Jasmine. After that you're able to fight her at Olivine's gym.
