If he is crossing the line between actively showing his interest and intruding on your privacy and personal space you need to be determined. Don't try to 'explain', let him down gently, or be kind--he will probably take all as signs that he has a chance and will try even harder.
Ignore him where ever possible. If you must talk, act like a zombie--monosyllable answers, don't make eye contact, total boredom and disinterest. In a situation like this being 'nice' is seen as encouragement.
