You can go to your local tax office and present your issue.
You will then fill out paper work and might recieve a Title Hearing.
The Title Hearing is a meeting you will have with a big wig, he/she will decide to award you the title or not.
OR
You can arrest the person you bought it from if they lied to you... on PAPER at least.
