You have a primary and secondary tank. Certain air functions of the truck use the primary and others use the secondary tank.
If the hot water tank is off it is possible. It is also possible for the cold water going to the hot water tank to freeze. Insulate all pipes that are exposed - or let them drip (this is more expensive!)

This will depend on how you are filling it. Are you filling it with a water hose, or having the water delivered by a tank truck? A water hose would take a relatively longer amount of time, whereas a tank truck would be much quicker.
