If it dies right after birth she will probably eat it. This is quite normal for a mother hammie to do.

You don't need two dwarf hamsters for one to thrive, since hamsters are quite solitary and territorial. (They generally attack a partner if they have to live together). However mathematically owning two increases the probability of one thriving (because there's two of them, so if one dies early you still have another chance).
