AnswerWater collects in the fenders and drains out through very small holes along the bottom of the frame, just under the doors on both sides. Before the water reaches a level where the car starts to flood you can sometimes hear the water sloshing back and forth when you brake or accelerate. It's best to fix this before it reaches the flooding point because you'll have to remove and replace the carpet padding (to prevent mildew in the carpet padding) if the car floor becomes flooded.

The holes are located on the very bottom of the door frame, on the back side of the narrow welded strip that runs along the side of the car. Use a knife or metal coathanger or small screwdriver to unplug the drain holes. Making the holes larger by working them larger with a small screwdriver will help prevent them from ever plugging again.
