If they have not always done this I would start with taking them to the doctor to make sure none of them has Dementia or Alzheimer. People with Alzheimer especially can get angry. If they are still both clear in the head it's their choice as long as both are instigating this but that means you can also talk to them and tell them how devastating this is to you and how scared you are they will get hurt. Also try find out the reasons for the attacks. If one is starting it and the other one protecting him/herself it's a different story and the police should be called. If they are sick, or one of them, it might be time to look at another living situation.
