a 95 4 runner probably doesn't have locking hubs. it probably has a.d.d. or automatic disconnect differential which means the hubs are always locked. so all you have to do is shift the transfer case lever into 4 wheel drive.

My guess is that you have a problem with the ignition switch, this is what stops the wheel from moving and the shifter from going into/out of park when the key is not in.Other possibility, there is a pin that slips into the gears in the transmission when you are in park, this may have failed. All companies say never to just use park, use the parking brake also. This is why, the pin fails and you can't shift.
