you need to go to the blue palace and talk to falk firebeard (the steward) and press the first dialouge caption to star the "boy who cried wolf quest". after you finish, talk to elisif (the jarl of solitude, also in the blue palace) and she will give you a few misc. quests. after compleating them, talk to her again and she will name you "thane of solitude" and alow you to buy a house there. talk to falk firebeard again and then there will be a dialouge for buying a house. the only down side is elisif might have dissapeard and you wont be able to do it, and/or, the house costs 25,000 septims. hope this helped

You must complete the Jarl's quests in the Blue Palace. Then, help 5-6 citizens of Solitude and save up a lot of coin. You can buy your house at the Jarl's housecarl next to her throne.
Haafingar is the area to the North West of Skyrim. It emcompasses the city of Solitude and the small surrounding settlements.

If you are referring to the spell 'Fireball' then you can buy that from any court wizard in a main city for e.g. in Solitude you can buy it from the Court Wizard in the Blue Palace. Also you can find the spell book in certain quests and tombs.
