well, what you do is go to the barbarian village and if you come in from varrock to the right is a little house. Behind that little house is a trapdoor that u goin.Examine evertone of the goblins jail doors and talk to the guard, he'll let you upstairs there will be a guy talk to him and take the exam .after that talk to him again and u will have the safety first emote if u got all questions right!
