In this case the primary purpose may be a dam for generation of electricity but in addition a lake may be formed. This would then alter the ecological balance of the area. Additional facilities may be added for such leisure activities as fishing and sailing.

I guess the alternative would be to have several single-purpose projects.
The world is tremendously in need of drinking water and each river valley project is worth of double of it. When electricity flows from the projects, it illuminates the world and make the industries more productive that can meet the increased population.
