It is really up to the parent(s) to decide whether or not they are okay with their child wearing something. If you want an outside opinion, I don't believe thongs are a big deal. I know when thongs are thought of, people generally think of a girl trying to be sexy, but that's not the function of thongs. They are worn so that a girl's panty lines don't show. At twelve, many girls are self-conscious about this. Again, it is not about looking sexy. It is probably just a young girl going through the phase of teenhood of wanting to look her best, and noticing things about her appearance that were irrelevant before.
If it were my daughter, I would gear her more towards boyshorts underwear instead (more comfortable, no panty lines, and more "age-appropriate"), but if she's dead-set on thongs, I wouldn't make a big deal about it unless she planned on showing it off.
