Well, that depends on if you like the guy, too. Unless you USED to date, then broke up and he never stopped liking you.
Personally, if this was happening to me, I'd tell him that I still liked him, but only as a friend. Unless the breakup was tragic, then I'd tell him that we'd had some good times in the sixth grade, but now it's over and he needs to move on. That's just me, though.
If you do use my strategy, try to let him down SLOWLY and CAREFULLY.
