If you are a good welder, make a piece to attach to the crank screw that would fit a "T" shape drill piece, then you can use an electric drill with the T piece, to start it.
It is a type of drill you use in wood work well to mainly drill holes but then again it doesn't drill all the way through the piece of wood you are using.
You can use a standard HSS drill bit with the edge slightly dulled with a grinder so it does not 'break through' at the outside edge. -Drill slowly and hold the drill steady. I always put a piece of smooth scrap wood at the point where the drill bit is going to come out.
A standard HSS drill bit will do it. Be sure to back it with a piece of wood, or it may crack.
It's not necessarily the best. I would prefer to use a hand held electric drill for this.
Use Goggles, Stand as far as you can away from the drill, Make sure you clamp your material and finally make sure you are drilling into a scrap piece of wood or clean space underneath the material.
Use a titanium bit for best results. Clamp the piece of copper to a piece of wood if possible, so that the wood supports it from underneath, and give the drill bit a place to go once it goes through the copper. Wear safety gloves and glasses to keep from being injured by small shards of metal. When you drill through it, use a fast spinning speed with the drill, but don't apply a lot of pressure, just allow the drill bit to slowly work its way through the metal.
