Use Goggles, Stand as far as you can away from the drill, Make sure you clamp your material and finally make sure you are drilling into a scrap piece of wood or clean space underneath the material.

You should use a masonry bit for this. The drill itself isn't so important; just about any general-purpose drill will work.
I use a 3/16 drill bit for that.
Low angle makes it three drill lock system.
Yes you can use a drill for glass, but glass/ceramic bit will need to be purchased at a local hardware or building center. Once the bit is purchased use the highest speed setting..

It's not necessarily the best. I would prefer to use a hand held electric drill for this.
To drill your material safely using the pillar drill you have to stand not too far away from the machine so then you can quickly turn off the machinery when you've made your hole through your material (e.g: Wood, Metal etc...).
