The first document that established a government for all the colonies, after they declared independence, was the Articles of Confederation and Perpetual Union.
There is no governing law that states employees have to join a union. A union is there for better pay and treatment of employees in exchange for a fee or as the union calls it, dues.
The document needed to be ratified by a unanimous vote of all thirteen colonies. The first state to ratify was Virginia on December 16, 1777. It did not become a binding document to legally establish the union of the states until March 1, 1781, when Maryland finally ratified the document.
The Zollverein was as a customs union, first established by Prussia in 1818. In 1834 it was expanded to include most of the German states.
