In order for something to be symbolic or representative, there must be some greater idea, purpose, thing, or individual that is being represented. For example, the Bolivian Flag represents the country of Bolivia and the People of Bolivia. The flag itself is merely a piece of colored cloth, but it gains power, prestige, and importance because it symbolizes something else, people, politics, and ideologies, which are far more special than the cloth and dye used to make the flag.
According to Judaism, God is the exact opposite. Everything that we have in this world is as a result of God and is a representative of God's power and beneficence. The survival of the Jewish people and the Jewish religion is a symbol of God. The covenant on Sinai is a symbol of God. It is because God exists that there is value at all in Judaism and for Judaism. God does not represent a greater idea (as nothing can be greater than God), a greater purpose (since all purposes are derived from God), a greater thing (for God is present in all things), or a greater individual (since all people are only partially divine and less than the sovereign).
