The Torah commands us (Leviticus ch.25) to give charity and (Deuteronomy ch.15) to lend money to the poor. The Sages (Talmud, tractate Kiddushin) state that one is obligated to teach a livelihood to his children.
From these statements it is clear that Judaism urges us to avoid poverty and to help the impoverished to change their situation.
Poverty is a tragedy. Charity and deeds of lovingkindness are of the utmost importance to help alleviate it.
