The obvious answer would be "limited" since that's what "LTD" usually stands for, but in Ford's case they were ultimately meaningless letters used to signify it's top-of-the-line full size series. Some have speculated it stood for "Luxury Trim Decor" while some have jokingly referred to it as meaning "Lunatic Transportation Device".

What does ltd XL on a 1989 crown Victoria mean?

The LTD part is just the name of the car, it doesn't mean anything special. Pre-1983, Ford called this car the "LTD." From 1983 to 1991 the name became the "LTD Crown Victoria." Then starting in 1992 it was just called the "Crown Victoria." If it is an LX model (not xl, I don't know what that means), the VIN code should include P74. That denotes that the car was the optioned-out version, not the base model and not a fleet model.

HOW MANY YEARS WAS THE CROWN VICTORIAN PRODUCED?

The original Crown Victoria was only produced from 1955 to 1956. The name was revived in 1978 and applied to the full sized LTD (the midsize LTD was succeeded by the Ford Taurus). That remained so up to 1990. In 1991 (for the 1992 MY) it was renamed the Crown Victoria. Those remained in production up to 2011 (2012 MY), whereafter it was replaced by the Ford Taurus.
