the ability to say no
The government gets its power to govern as enumerated in the declaration of independence from the constitution.
One can say that democracy is the ability of the citizens to govern themselves as they see fit rather than just accept the dictates of a king. The Constitution left a way open for subsequent generations to change their government as they saw fit when the time comes. If the Constitution had no way of being amended, the generations of citizens coming after the adoption of the Constitution would have to accept living under a system they had no part in creating. Without the ability to change their government, the citizens might just as well be living under the rule of a king with no say in how their government should work.
It is not. It is more important to say what you mean. When you become overly concerned about possibly giving offense you lose the ability to communicate clearly. "I'd rather be right than politically correct."
I would say it is acommunity where people agree by vote who would be a leader and who would be his/hers team to govern in justice and wistom! and that, of course, is a rare fruit! country: the territory occupied by a nation; "he returned to the land of his birth"; "he visited several European countries" state of matter: (chemistry) the three traditional states of matter are solids (fixed shape and volume) and liquids (fixed volume and shaped by the container) and gases (filling the container); "the solid state of water is called ice"
