It lets the computer know where the crank shaft is at all times, and yes it can cause a no start.

have never heard of a cam angle sensor. the cam does not change angle.it stays put in the bearings

You adjust the timing by moving the crank angle sensor. The crank angle sensor is driven by the camshaft closest to the intake manifold (passenger side of the engine) and is located behind the cylinder head and valve cover. Losen the bolt that secures the crank angle sensor, in order to move the crank angle sensor.

if you were getting oil on your plugs it would smoke something cronic,try looking more into your ignition system if its starting problems if it has a distributor have a look at your points under the cap, if it is Electonic ignition have a look at your crank angle sensor or cam angle sensor.
Likely something to do with the Cam angle sensor...other symptoms are engine stalling (even with autotrans) and rough starting.
