In Article 2 Section 2 gives the president the power to lead the military. It also allows the president to make treaties and make executive appointments. It also allows for the president to make appointments to executive branch offices during Congressional breaks without approval.

The president shall be Commander in Chief of the Army and Navy of the United States. He shall have Power to make Treaties, provided two thirds of the Senators present concur. The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.
